Dear Live and Invest Overseas Reader,

"France has an incredibly diverse population," writes Correspondent from that country Lucy Culpepper, "and I'm not even talking about the foreign residents you find living here.

"Many visitors, and even those who have never been to France, base their image of the French on a trip to or an idea about Paris and their interactions with Parisians. Just as it drives my American friends crazy when they hear foreigners assessing the United States and Americans based on a trip they made to Disneyland, it makes the French just as crazy to be judged solely on the character of the city folk of Paris.

"My village in the southwest, even my road, is a great example of the cultural diversity that awaits you if you choose to move to this country.

"In my small village, I have French Basque neighbors on one side, Corsican French on the other, and Catalan French across the road. My Corsican neighbor told me the other day that the Basque people love to party and sing. True to form, there was a very long party at the home of my Basque neighbors last weekend. No load music but lots of hearty singing.

"The Parisian wife of my Corsican neighbor tells me Corsicans are strong-willed and hard-headed. Time will tell.

"And our Catalan neighbors? Well, they're biding their time. Catalan people take longer to get to know, but, once you break the ice, they can become lifelong friends.

"Let's hope so."

TODAY:

Medical tourism in Panama has increased 1,000% in the last six months, according to Hospital Punta Pacífica, the leading player in this emerging Panamanian industry.

Andrés Caballero, manager of the hospital, reports that, six months ago, the hospital was attending three medical tourism patients each month. Now they're seeing 30 per month.

It's easy to understand why. The hospital, affiliated with Johns Hopkins International in the United States, is state-of-the-art and staffed by English-speaking, often U.S.-trained doctors. Yet costs are 40% to 60% lower than for the same procedures Stateside. More here.

The recession seems to be doing wonders for the international malbec trade. Wine-lovers (like everyone, increasingly cost-conscious these days) are opting more and more for the affordable but impressive fruit of Argentina's vines.

Argentina's number-two wine market is Canada, where bottled wine exports have jumped 66.1% so far this calendar year compared with the same period last year...making our current favorite Argentina investment opportunity even more timely and appealing...

MAILBAG:

"We have enjoyed many years of international travel experience and a long and successful professional career. Now we're ready to retire, and I have been researching our local and international retirement options for some time.

"To this end, the input from your Overseas Retirement Letter has been extremely enlightening and stimulating.

"Today I read the September 2009 issue and found it, as always, when Ireland is the subject, enticing and nostalgic, bringing to mind lovely days spent in the country of the Little People. Thanks for the verbal 'camera' that you focused on the landscape of Ireland's Copper Coast.

"I'm curious whether you have somewhere in your arsenal of information details on budget round-the-world flying? If so, could you share them in a future newsletter? Our children and grandchildren live in Australia, where we, too, lived on two occasions. We'd like to go see them.

"Thanks to you and your editorial staff for your time, enthusiasm, and informative newsletters."

-- Eugene V.W., London England

Overseas Retirement Letter Editor-in-Chief Lynn Mulvihill replies:

"Round-the-world fares is an interesting topic. Now that you've raised it, I'll do a little research and see what bargain fares and other good offers I can dig up for next month's issue.

"Leave it with me! And good luck in your search for a new home overseas."

And:

"I left the USA in July 2009," wrote Carol A. "I researched carefully and am now in the place I want to be: Isla la Piedra, Mexico. I have found a three-bedroom furnished house to rent through a local family here for US$300 per month..."

We're delighted and proud to have had something to do with this. And we want to celebrate. To mark this milestone, we're officially launching today our biggest sale ever. In fact, we're launching three sales!
